In accordance with Section 5 (1) of the Rhineland-Palatinate Higher Education Act, every university of applied sciences must establish a comprehensive quality assurance system designed for permanence and sustainability. The Quality Advisory Board is an essential component of the quality assurance system. It acts as a catalyst for the further development of internal university quality standards based on regular reports from the quality management officers (QMB) of the participating universities on the quality management system (QMS) and on aggregated results of internal quality assurance. Internal and external standards are reviewed for new bachelor's and master's degree programs to be introduced. There is an appeals body for conflicts, e.g., in internal quality assurance procedures that are undergone by existing degree programs. The Quality Advisory Board also discusses overarching topics in the field of study and teaching with a quality dimension and formulates recommendations for action for the participating universities of applied sciences.
