On 8 June 2023, Kaiserslautern University of Applied Sciences was the victim of an attack on its IT infrastructure. As a result of the encryption, the entire IT infrastructure of the university was temporarily unavailable. The State Criminal Police Office, the Ministry of Science and Health and the State Data Protection Commissioner were immediately informed about the attack. Main proceedings to the detriment of Kaiserslautern University of Applied Sciences were opened at the Koblenz General Public Prosecutor's Office in cooperation with the Rhineland-Palatinate State Criminal Police Office.

After the attack on the IT infrastructure at Kaiserslautern University of Applied Sciences on 08.06.2023, during which the attackers penetrated the internal IT systems of the university and also downloaded data, data was published on the Darknet on 20.06.2023.

It subsequently emerged, regrettably, that data relating to you was downloaded and published on the darknet during the attack on the university's IT infrastructure. This involves the following personal data in the following central organisational units:

  • Department of Personnel: Surname, first name, personnel number and salary data for the years 2011 to 2020
  • Department of Budget and General Administration: payment partners up to 2016 (surname, first name, address, bank details)
  • Department of Study and Examination Affairs: Name, first name, matriculation number, photograph, address, telephone number, mobile phone number, place of birth, date of birth, nationality.

We would therefore like to recommend in detail that you report the incident to the police with regard to the "theft" of your personal data. You can report the "theft" of your personal data both in person at a police station and online at the following link: https://www.polizei.rlp.de/onlinewache. If you have any questions about filing a report, please contact your local police station directly.

Should there actually be a misuse of your data in the future, such a report can be helpful in recognising the circumstance of the data theft and directly linking it to the current case. The current case number at the police and the file number at the Public Prosecutor's Office, which you should refer to when filing a complaint, can be found in the internal e-mail dated 26.07.2023. Former employees and students can request the case number and file number from the departments concerned or the university management.

In addition, we would like to inform you that the theft of personal data concerns all students with regard to the data listed in the information mail of the Department for Study and Examination Matters and, in the case of employees, with regard to the data listed in the information mail of the Departments for Personnel and Budget and General Administration. Therefore, in these cases, no personally addressed letters will be sent to them. If the ongoing analyses show that further information has been leaked or stolen, you will be informed again by the relevant organisational unit by e-mail or letter.

2) Information on the data leak

We are currently still sifting through the leaked data and strongly advise you not to download the data leaked on the Darknet yourself, as it is also infected with malware. If you have discovered yourself (by whatever means) that your personal data has been leaked on the Darknet, please contact the university management. There you will receive further information on how to file a complaint.

In addition, we would like to point out that the current media coverage of the data leak with regard to the potential leakage of data has not been confirmed by the university management. Whether the attack on the IT infrastructure at Kaiserslautern University of Applied Sciences also affects the potential leakage of email inboxes cannot be said with certainty. However, we currently assume that the mailboxes may also be affected.

We will inform you immediately if we have any information that you are affected by the leak. We are constantly expanding the FAQ and the information at hs-kl-offline.de. If questions arise that we cannot answer, we will work on solutions and add to them.

3) Virus scanners for students

As far as we know, the following scanners give quite reliable hits and are also used by us to check the service devices:

  • ESET for CD or USB stick
  • DESINFECT (contains eset, clamav (open source solution) and others)
  • Sophos

To use the scanners, we have set up a Seafile folder for you, where we provide a free online solution for scanning as well as instructions. You can find the link to this in the portal at icms.hs-kl.de  (login required, please collect your initial passwords!) as well as in your dean's offices/at the Internationales Studienkolleg. At the same time, free and reusable USB sticks with the virus scanner Desinfect will be available from now on, which you can request via the deaneries, at the International Studienkolleg and Asten (while stocks last). Please support each other in this, there are certainly some IT-savvy students among you who will help your fellow students with the scanning.

4) WLAN Eduroam

The WLAN Eduroam, operated by the DFN (Association for the Promotion of a German Research Network), is available again. You can find the instructions for setting it up on your devices at doku.tid.dfn.de/de:eduroam:easyroam-anleitungen. If you have any questions, please contact the DFN directly.

Dear employees,

we are pleased to inform you about further progress: If required, the internal activation servers for Windows and Office university licenses can now be reached again via the familiar VPN access. Please coordinate with your superiors whether and to what extent you can be active in mobile working. Further internal systems via VPN are not accessible yet and will be done step by step as soon as the corresponding security concepts have been finally coordinated.

 

Dear students

You too can now use the university-wide WLAN "hs-kl.de" with increased security and bandwidth. The temporary and provisional WLAN "hs-kl-open" will be deactivated on 17.7.2023. To use the WLAN, it is necessary to change your initial passwords. To do so, please come by the service points that have been set up (see status of the day from 25.06.2023) and pick up your identifiers.

We are aware that you are concerned about the current situation and we naturally take your concerns seriously. We will therefore again offer information events at the three university campuses in the coming week and engage in exchange with you. We will announce the dates in the following days via this page.

In addition, we would like to give you advice and support you in protecting yourself as best as possible. Since it cannot be guaranteed that the published data can be used by third parties, we generally recommend that you take the following measures:

  • Change passwords (business and private).
  • Check account transactions regularly.
  • Keep the anti-virus programme on the private PC and updates of the operating system up to date. Activate the firewall there as well.
  • Be alert if
    • Your bank reports suspicious credit card payments.
    • your contacts notice that spam is being sent from your address.
    • Logins do not work although the data are correct.
    • Devices such as your PC, laptop or mobile phone have a greatly increased battery consumption.

Unfortunately, we do not have any definitive new information on the data leak at the moment and refer to our announcement of 27.06.2023. We thank you very much for your patience and will contact you as soon as we have new information.

We have been informed by the LKA that the auction for our stolen data on the Darknet has been closed. One or more buyers of part of the data have been found and the perpetrators seem to have handed over the data. The part of the data that was not sold has now been published on the darknet for download. 

Obviously, we can say that the published data is probably not very much about identity documents, but about data concerning the administration of the university. This could be all the data that you voluntarily provided to the university when you enrolled or were hired. In addition, data that you had stored in your personal drives may have been leaked. Nevertheless, we now expect that the images of the ID documents could fall under the sold data.

We do not know what the buyer(s) will do with the data or those who illegally download the data there. At the same time, we strongly advise against downloading the data leaked on the Darnet ourselves. We would like to point out that this data was provided by the perpetrators and that we have no knowledge of whether the data is also infected with malware. You would therefore risk being personally infected, which we would like to expressly warn you against.

Please now be particularly vigilant with your online accounts and check the movements on them. Based on this attack, we also strongly recommend that you inform yourself about the platform of the Federal Office for Information Securityand take this as an opportunity to check your own IT security.

You are certainly concerned and would like to know what happens next. We would therefore like to inform you about our handling of the leaked data:

We will now once again analyse and verify the data whose leak is now known to us through the publication on the Darknet. Given the amount of data, this process will take some time. For this, we must once again ask for your patience and thank you in advance for your understanding that no individual requests can be processed in this regard. As soon as we have knowledge of the content of the data, we will again take the necessary and appropriate steps and inform you.

Dear students,

Starting tomorrow in Kaiserslautern and Pirmasens, and starting Wednesday in Zweibrücken, the documents for changing the initial password can be picked up upon presentation of your ID card (see Status of the Day from 06/25/2023). Then you can finally use the internal services of the university again.

Persons who are currently unable to collect their IDs in person at the issuing offices due to well-founded exceptional cases should contact the deaneries. They will decide on the further procedure and if and how another possibility of issuance can take place.

Unfortunately, we are not yet able to set up service points to check your private devices for possible infection with the virus and ask you to be patient for this. However, we have been increasingly asked in the plenary meetings which virus scanners can be recommended in the meantime. At this point we would like to inform you that so far we cannot recommend any virus scanner that provides 100% reliable protection. However, to the best of our knowledge, the following scanners produce quite reliable hits and are also used by us to scan the service devices:

Issue of user IDs for students

Dear students,

We are pleased to inform you that from next week you will be able to collect your user IDs for using the university's internal services in person at all university locations upon presentation of your ID card. These access data are, for example, a prerequisite for being able to use the e-mail and cloud services again.

You will need to identify yourself with your ID card when you collect them. You will then receive a written document to change your initial password and can then carry out the password change at home. You will find the procedure and the relevant data on the written document, which you can obtain at the service points set up.

Dispatch of notification of personal data breach

Dear students, dear employees,

the letters to the affected persons whose data was leaked and published on the darknet during the attack on the IT infrastructure of Kaiserslautern University of Applied Sciences were sent today by registered mail. If you do not receive a notification within the next week, you can assume that you are not affected. We will also find out next week from the Landeskriminalamt whether any other data packages have been published on the Darknet. We will inform you about this here on this page.

As a supplement to our message from this morning, we would like to remind you that you should also inform cooperation partners who do not fall under the critical infrastructure described in the mail, if data may have leaked out. In these cases, however, no information to the university management is required according to the current status.

We would like to ask you to check whether data could have been leaked that concern companies of the critical infrastructure and which, for example, have arisen in the course of a joint project.

Dear students,

During the information sessions, we were informed of concerns that preparation for exams is not sufficiently possible and that postponing exams could lead to an extension of study time. We can provide you with the following information on this and have also included these answers in our FAQ:

BAföG
Funding beyond the maximum funding period or later submission of the so-called certificate of suitability is possible if the examination failures due to the hacker attack are the specific cause for the delay in studies. It could be that a justification for the examination failure must be provided. If you have individual questions, please contact your case worker in the BAföG department at the RPTU.

Examinations
The departments organise the range of examinations and ensure that this can be fully guaranteed. If you think that individual examinations will be difficult to prepare for, we would like to ask you to inform the examiners in the lectures and, if necessary, the dean's offices in good time. This is the only way to ensure that special concerns can be addressed through appropriate communication, e.g. through the provision of materials elsewhere, permitted aids or specific arrangements for the examinations. The examiners are also informed accordingly that special clarification requirements may exist due to the circumstances in order to support you in preparing for the examination.

if your data was leaked during the attack on the IT infrastructure of Kaiserslautern University of Applied Sciences, we will notify you by mail. We will inform you via this web site as soon as the letters have been sent. If you do not receive a notification within the next week, you can assume that you are not affected.

If you feel insecure, in accordance with the recommendation of the Bundesamt für Sicherheit in der Informationstechnik (BSI), you can also use the following Internet portals to determine, based on your e-mail address, whether personal access data has been published in known leaks:

Dear students, since you are currently not able to use a university e-mail address, you would have to log in with a private e-mail address. If you receive a message from one of these portals, it means that this e-mail address has been published in one or more data leaks. A hit here does not necessarily mean that the data leak is related to the incident at Kaiserslautern University.

The most important tips on what you can do personally to protect yourself in the future are:

– use only strong passwords
– avoid using the same password for different services or user accounts.
– If you have used the same password several times for the university and also in your personal accounts (online services, social media, etc.), you should change it immediately if you have not already done so.

The setup and local integration of Outlook is only possible once your device has been checked and cleaned. For this purpose, instructions will be provided by the IT officers of the departments as well as the service centers of the computer center. We ask for your patience until then.
Please make sure that you do not copy any old mails into the mailbox when setting up Outlook so as not to overload the currently limited storage capacity.

The university management has just been informed by the State Office of Criminal Investigation that data may have been downloaded during the attack on the IT infrastructure and may be published on the Darknet.

This data is currently being investigated to find out what personal data is involved. For this purpose, the university is working in close cooperation with the State Criminal Police Office.

Insofar as the analysis of the data reveals a high risk to your personal rights and freedoms, you will be notified individually by post in accordance with Art. 34 DS-GVO. We have also received questions about whether there is a reliable way to check your own devices for possible viruses. A virus scan is certainly always useful. However, we cannot recommend any scanner 100%. If you have access to several scanners, use them. As soon as we have new information on this, we will publish it here.

Since the hacker attack on our university on 8 June, all wheels seem to have come to a standstill. It looks as if nothing is working and the flow of information is at a standstill. A crisis team is working around the clock to set up a new IT infrastructure.
The unsatisfactory news: there are no answers for many questions yet. But as soon as there is any progress or new findings, we will inform you immediately via this page.

Dear students and staff, we have not lost sight of you and your concerns. But please understand that the situation does not allow us to answer individual questions. We are pleased to announce that our employees will be able to pick up their intranet access codes at all locations as early as tomorrow. These access identifiers are a prerequisite for being able to use the e-mail and cloud services again shortly.

You will need to identify yourself when you pick up, immediately change the initial password and remember it. When the e-mail and cloud and video services are available again in the coming days, you can log in with your ID and new (self-given) password. However, these credentials will not apply to your computer. Your computer may only be used again after it has been released by the data center. Please be patient, it will take a few more days until all computers are available. So, please do not log in with it, but wait for our release.

As this is an encryption attack, the workstations at the employees' workplaces may also be affected. Therefore, the following applies to all employees: Please do not switch on the computers again until there are new instructions. We will inform you about the further procedure as soon as possible.

We have informed important partners and organizations about the attack. These include the State Criminal Police Office, the Ministry of Science and Health, our data protection officer and the state data protection officer. We are also in constructive exchange with the BSI, DFNcert, VCRP, ZIT and the university data centers in Mainz and Kaiserslautern.

 

Dear students, dear employees of Kaiserslautern University of Applied Sciences,

unfortunately, our IT infrastructure has been affected by a hacker attack. Therefore, the entire IT infrastructure of the university is currently not available. This also includes e-mail communication as well as all accesses for which you need your university login (also from home).

Thus, the main service facilities such as the library, the computer pools, the student secretariat, etc. will remain closed until further notice.
